BACKGROUND AND CONTEXT

Kosovo has been a leader in the rehabilitation and reintegration (R&R) of returnees from foreign conflicts, repatriating large numbers of Kosovar citizens and offering comprehensive support, including psycho-social and economic reintegration initiatives.

Previous GCERF-funded support has demonstrated that the needs of returnees are difficult to predict and can encompass a broad spectrum of assistance, including medical, psycho-social, educational, economic, financial, administrative, and legal support. Young people in Kosovo are particularly vulnerable to radicalisation to violent extremism.

Structural polarisation in education, high unemployment rates, challenging labour market conditions, identity crises, and widespread access to technology further contribute to an environment conducive to radicalisation.

GCERF began investing in the country in 2021 and till date USD 7.4 million has been invested.

OUR INVESTMENT STRATEGY IN KOSOVO

GCERF’s investment strategy outlines a comprehensive approach to address the drivers of violent extremism and guides civil society organisations in designing their programmes. 

GCERF funds programmes that:

Provide comprehensive reintegration support for returnees and their families by addressing psychological, vocational, and social needs through tailored, individualised assistance to reduce the risk of recidivism and foster positive life

Promote tolerance and inter-community coexistence by fostering inter-ethnic and inter-religious dialogue and mutual understanding across diverse communities

Enhance opportunities for youth and women by establishing community centres that provide access to education, vocational training, and cultural exchange
