Call for Expressions of Interest – Tajikistan

GCERF invites Civil Society Organisations (CSOs) in Tajikistan to apply for funding to develop and deploy a secure, centralised Digital Case Management System (DCMS) to ensure secure, coordinated, and evidence-based support for vulnerable women and children returnees from conflict zones.

The programme will be implemented in partnership with a technical developer and in coordination with the General Prosecutor’s Office (GPO), building on existing national systems to ensure full alignment and sustainability.

The total grant amount is up to USD 300,000, inclusive of software development, hardware procurement, technical training for relevant IT staff, and operational training for more than 50 case workers and regional supervisors.

Expressions of Interest must be submitted in English by email to call.centralasia@gcerf.org no later than Sunday, 24 May 2026, with “TAJ – DCMS – [Organisation Name]” in the subject line.

Prerequisites

(i) Legal registration in the Republic of Tajikistan.

Required Capabilities​

(i) Proven track record in designing secure, web-based case or information management systems, including system architecture and UI/UX design.
(ii) Ability to build features for case intake, referral pathways, tracking, and role-based access control.
(iii) Expertise in cybersecurity standards (encryption, audit trails, secure hosting) and integrating “Do No Harm” data protection principles.
(iv) Demonstrated capacity to provide technical documentation, user training, and post-deployment support.
(v) Experience working with government or international bodies on sensitive data systems across multi-stakeholder environments.(vi) Expertise in providing referral, educational, and livelihood support to vulnerable women and children.
(vi) Proposals must be submitted in English.
