Become a GCERF grant recipient in Kenya

GCERF has been funding projects in Kenya since 2018. Under GCERF’s current Investment Strategy for Kenya, we fund initiatives to strengthen capacities at county and national levels to implement the National Strategy to Prevent and Counter Violent Extremism (NSPCVE), including the disengagement and rehabilitation framework. At present, GCERF funds three programmes in Kenya.
In every partner country, GCERF’s funding is overseen by Country Support Mechanisms (CSMs), which are multi-stakeholder forums that bring together government, donors, civil society and academics. In Kenya, our CSM is Chaired by the National Counter-Terrorism Centre (NCTC), with whom we work closely at both the strategic and programmatic levels.
GCERF funds CSOs, either directly or in consortia, to implement initiatives aimed at preventing violent extremism. Consortium grants are managed by “Principal Recipients” (PRs) who are the legal recipients of GCERF funding and then disburse funds and provide support to “Sub-Recipients” (SRs) or Sub-Grantees (SGs) who are usually smaller civil society organisations or Community based organisations. The current call is for an opportunity to be part of a PVE programme funded by the European Union Delegation to Kenya.
The purpose of this Call is to receive Expressions of Interest (EOI) from applicants to demonstrate they meet GCERF’s requirements to receive funding and that they have sufficient technical, managerial, and administrative experience to effectively implement a programme as outlined in the detailed call for expression of interest (available below for downloading).
Received application forms will be evaluated against standardised criteria and applicants will be duly informed whether they will move to the next stage of evaluation. This will include co-creating additional programme detail (workplan, budget etc) with GCERF.
All Expressions of Interest must be duly filled and submitted electronically to call.kenya@gcerf.org by 1 November 2024. The email should be titled ‘EOI KENYA’ in the subject line. Failing to do so could compromise the processing of your submission.
Shortlisted applicants will be contacted to take part in a due diligence assessment.

- Completed Annex A – Details of past programmes
- Completed Annex B – Budget summary
- Audited consolidated financial reports for the years 2023, 2022, and 2021
- Copies of legal registration in Kenya
- Organisational organogram

Note: GCERF is in the process of securing funding for this opportunity and any grant agreement resulting from this Call is contingent on the outcome of this process. GCERF will only be able to sign a grant agreement with the intended awardee once funding is secured.
Prerequisites
- Appropriate legal registration in Kenya.
- Willingness to accept and fulfill the role of a Principal Recipient.
Required Capabilities
(i) Previous proven experience and capacity in project design and management in the geographical areas targeted.
(ii) Previous experience and capacity to manage and account similar levels of funding.
(iii) Previous experience in managing multiple sub-grants.
(iv) Previous experience and current capacity to support the delivery of community-level initiatives in the identified counties.
